Rayon Sports Leadership Dissolved as RGB Installs New Interim Committee Led by Murenzi Abdallah

Rayon Sports, one of Rwanda’s most historic and widely supported football clubs, has entered a decisive new chapter after the complete dissolution of its leadership structure. The Rwanda Governance Board (RGB) officially dissolved all governing organs of the club and installed a temporary leadership body, a move aimed at restoring stability, improving governance, and safeguarding the club’s future.

The decision took effect on Tuesday, November 25, 2025, following a high-level meeting held at RGB headquarters. The meeting brought together all recognized organs of Rayon Sports, including the Executive Committee, the Board of Directors, the Supervisory Committee, and the Conflict Resolution Committee. After extensive deliberations, all parties agreed that the existing leadership framework was no longer sustainable and required immediate restructuring.

A joint communiqué confirming the decision was signed by Muvunyi Paul, the outgoing Chairperson of the Board of Directors, and Twagirayezu Thadee, the former President of the Executive Committee. The agreement marked a rare moment of consensus in a period that had otherwise been defined by persistent internal disputes.

Appointment of a Five-Member Interim Committee
To manage the transition, RGB appointed a five-member Interim Committee tasked with steering the club through a three-month reform period. The committee is chaired by Murenzi Abdallah, a familiar figure in Rayon Sports’ administrative history, particularly during previous stabilization efforts.

The members of the Interim Committee are:

  • Murenzi Abdallah – Chairperson
  • Musabyimana Jean Baptiste
  • Gakwaya Olivier
  • Akayezu Josée
  • Me Nubumwe Jean Bosco

According to RGB, the committee’s mandate is clear and time-bound. Within three months, it must revise and modernize the club’s internal statutes, restructure its organizational bodies, and establish a stronger governance framework aligned with national laws and best practices.

RGB emphasized that these reforms are not optional but essential to addressing the governance weaknesses that have repeatedly destabilized the club.

A Governance Crisis That Affected the Club’s Performance
The dissolution of the leadership did not come as a surprise to many observers. For months, Rayon Sports had been engulfed in internal conflicts characterized by power struggles between the Board of Directors and the Executive Committee. Disagreements over decision-making authority, financial oversight, and operational responsibilities created a climate of mistrust that gradually spilled into the public domain.

This administrative turmoil had a direct impact on the club’s sporting performance. Players and technical staff operated in an environment of uncertainty, while supporters expressed growing frustration over the lack of unity at the top. The situation reached a point where governance issues overshadowed football matters, damaging the club’s image nationally.

The crisis became so pronounced that members of the Rwandan Parliament raised concerns, questioning RGB about the repeated governance failures within Rayon Sports. Their intervention added pressure on oversight institutions to act decisively.

RGB’s Legal Mandate and Oversight Role
Dr. Doris Uwicyeza Picard, Chief Executive Officer of the Rwanda Governance Board, clarified RGB’s role during discussions with lawmakers and stakeholders. She stated that RGB’s intervention was rooted in its legal responsibility to oversee the proper functioning of non-state organizations.

“RGB is mandated to register and oversee the functioning of non-state organizations, and Rayon Sports falls under this category,” she explained. “Our role is to ensure these organizations operate according to principles of good governance and within the framework of national laws.”

Dr. Picard acknowledged that Rayon Sports had previously revised its statutes, but noted that compliance and implementation remained inconsistent. She stressed that RGB would continue to work closely with the interim leadership to ensure the reforms are not only written on paper but fully applied in practice.

A History of Institutional Intervention
This latest intervention is not unprecedented in the club’s history. In 2020, Rayon Sports underwent a similar restructuring after governance conflicts led to the dissolution of the Executive Committee. At that time, an interim team led by Murenzi Abdallah, alongside Twagirayezu Thaddée and Nyirihirwe Hilaire, was appointed to stabilize the club.

That transitional period eventually led to elections that brought Uwayezu Jean Fidèle into leadership. However, the recurrence of governance crises since then has raised concerns about deeper structural weaknesses within the club’s administration.

The repetition of such interventions suggests that previous reforms may not have fully addressed the root causes of instability, making the current mandate of the Interim Committee particularly critical.

Expectations Placed on the Interim Committee
The return of Murenzi Abdallah to a leadership role has been met with mixed reactions among supporters. Some view his experience as an asset, given his familiarity with the club’s internal dynamics and governance challenges. Others argue that lasting change will only come if the committee introduces fundamentally new approaches rather than temporary fixes.

RGB has made it clear that the committee’s success will be measured by tangible outcomes. These include clear separation of powers within the club’s organs, transparent decision-making processes, accountability mechanisms, and a governance structure capable of preventing future power struggles.

The interim leadership is also expected to prepare the ground for a stable, elected leadership once the three-month mandate concludes.

A Defining Moment for Rwandan Football Governance
As one of Rwanda’s most supported football institutions, Rayon Sports holds symbolic significance beyond the pitch. Its struggles and successes reflect broader challenges in sports governance across the country. For this reason, the current restructuring is being closely watched by football administrators, fans, and policymakers alike.

Supporters hope that the intervention will restore unity within the club and allow football matters to regain priority. Many believe that with proper governance, Rayon Sports has the potential to reclaim its competitive edge and rebuild trust with its fan base.

Looking Ahead
The coming months will be decisive. The Interim Committee faces the delicate task of managing reforms while maintaining operational continuity. Any missteps could deepen divisions, while successful reforms could mark a turning point in the club’s long-standing governance struggles.

For now, Rayon Sports enters a transitional phase defined by cautious optimism. With institutional oversight, a clear reform mandate, and heightened public scrutiny, the club has an opportunity to reset its administrative foundation and move toward a more stable and transparent future.
