Rwanda’s Minister of Sports, Nelly Mukazayire, has highlighted the potential for Rayon Sports, one of the country’s most popular football clubs, to become financially self-sustaining through improved governance and management systems. Speaking to One Nation Radio, Minister Mukazayire emphasized that long-term financial stability in sports relies less on government support and more on strategic leadership, organizational discipline, and revenue generation planning.
Rayon Sports has long been the focus of discussions about state support, with some stakeholders calling for regular government funding to sustain operations. Minister Mukazayire, however, stressed that such assistance is only a temporary solution. The club’s true opportunity for financial independence lies in harnessing its internal resources and massive fan base.
“They can get the money. They already have the money if they organize themselves properly. They have a huge fan base and many ideas that could generate revenue,” Minister Mukazayire explained. According to her, this loyal supporter base represents the most valuable asset a football club can possess, providing the foundation for ticket sales, merchandise, sponsorships, and broader commercial activities.
Governance and Strategic Reforms
The Minister revealed that the government, in collaboration with the Rwanda Governance Board (RGB) and the Rwandan Football Federation (FERWAFA), is actively supporting Rayon Sports in addressing longstanding governance challenges. The aim is to ensure the club not only becomes financially independent but also invests in youth development programs and strengthens its competitive edge within the Rwanda Premier League.
Efforts to improve governance include establishing clearer organizational structures, enhancing financial reporting systems, and promoting professional management practices. New Stadiums to Enhance the 2026 Season
Minister Mukazayire also provided updates on sports infrastructure development, noting that several stadiums across the country will be ready in time for the 2026 season. These facilities are designed to improve the overall quality of football in Rwanda and increase revenue-generating opportunities for clubs.
Key projects include:
- Gicumbi Stadium: Expected to be fully operational by January 2026, ready for second-round league matches.
- Huye Stadium: Renovated ahead of schedule through government investment, also operational by January 2026.
- Rutsiro Stadium: Scheduled for completion by March 2026.
- FERWAFA Stadium (near FERWAFA Hotel): Set to be completed by April 2026.
These stadiums will provide better matchday experiences, increase ticket sales, and serve as training hubs for young talent, supporting both club growth and the national league’s professional development.
Commitment to Transparency and Anti-Corruption Measures
Addressing broader concerns about corruption and match-fixing in Rwandan sports, Minister Mukazayire reiterated a zero-tolerance policy. She affirmed that all sports governance institutions are committed to ensuring transparency, integrity, and fairness in football and other sporting activities.
“Anyone found guilty of engaging in corrupt practices will face strict and exemplary punishment,” the Minister warned. She emphasized that the development of sports in Rwanda depends on trust, honesty, and adherence to governance standards, which are critical to attracting investment and sustaining public confidence.

With strong governance and strategic financial planning, Rayon Sports is well-positioned to capitalize on its loyal fan base, brand recognition, and market opportunities. The club can pursue sponsorship deals, merchandise sales, and enhanced ticketing systems to generate consistent revenue streams.
